TELEMEDICINE IN UKRAINE
Report about School&Meeting “Telemedicine: Experience and Perspectives”
(22th-24th February 2005, Donetsk, Ukraine)
On February, 22-24nd, 2005 in Donetsk (Ukraine) was spent School&Meeting “Telemedicine: Experience and Prospects”. It was first similar action in Ukraine.
Organizers: Department of Informatics and Telemedicine of Donetsk R&D Institute of Traumatology and Orthopedics, Faculty of Traumatology, Orthopedics, Disaster and Telemedicine of Donetsk State Medical University, Management of Public Health Services of Donetsk Regional State Administration.
There are about 40 participants from Donetsk and towns of Donetsk area (Gorlovka, Mar’ynka, Volnovakha), Kiev, Rovno, Simferopol, and also visitors from Kishinev (Moldova), Kurgan and Ekaterinburg (Russia).
Within two days were presented lectures on creation of hospital information systems, theories of a telemedicine (history, terminology, classification, systems’ structures, telemetry etc), clinical teleconsultation, methods of the organization of telemedical services, distant education, economy and an estimation of efficiency, legal and  ethical problems of telemedicine (senior lecturer – dr.A.Vladzymyrskyy, avv@telemed.org.ua). Also, practicale experience of telemedicine usage in trauma surgery, orthopedics, neurosurgery, dermatology, maxillo-facial surgery, obstetrics has been presented.
At third day the report of creation of the telemedical network of Donetsk and Donetsk region, also successes and failures on the way of information technologies implementation has been presented. There were visitors’ reports from Kurgan (Russia), Rovno and Simferopol (Ukraine).
During work of School&Meeting presentations have been lead:
- International Society for Telemedicine (ISfT, president Prof.M.Nerlich) – brief history, aims and philosophy, activities, memberships, web-site (www.isft.net), info sheets;
- «Journal of Telemedicine and Telecare»  (information have been kindly given by the Editor R.Wootton) - general information about issue, review of publications for last year, ways for subscription, web-site (www.rsmpress.co.uk/jtt.htm), presentation of samples copies;
- “Ukrainian Journal of Telemedicine and Medical Telematics” -  general information about issue, international media-partnerships, web-site (http://www.telemed.org.ua/UJTMMT/jindex.html), presentation of samples copies;
- telemedical books (“Telepaediatrics” R.Wootton; “Clinical Teleconsultations” and “Telemedicine” A.Vladzymyrskyy);
- web-site “Telemedicine in Ukraine” (www.telemed.org.ua).
Participants have received the complete set of the literature and the methodical information (including the Good Practice Models powered by ISfT, info sheets about Med-e-Tel-2005 (Luxembourg) and Successes and Failures in Telehealth - 2005 (Australia)). On results of School&Meeting preliminary arrangements on cooperation in different areas of the telemedicine, joint scientific researches and teleconsultations have been concluded. The opportunity of annual carrying out of the similar actions in Donetsk is considered.
